Our mission at D'Leon Consulting Engineers (DLCE) is to execute solutions to our customers' most challenging and complex infrastructure projects. As a small and disadvantaged local business (SBE/DBE) in Los Angeles, we do this by applying dedicated and professional services to cities, transit agencies, State agencies, the Federal government, and private sector firms for the development and delivery of transit, streets and highways, airports, buildings, educational facilities, water distribution and energy.

Diversity in our company focuses on the ability to provide clients with more imaginative and effective solutions. Our track record proves our experience and performance. Through years of expertise and understanding, we provide clients with exceptional engineering and design services. From highways and major corridors, to local streets and roads, we have participated in major projects with local, state and federal agencies.

DLCE specializes on all stages of projects including preconstruction, quality assurance, construction coordination, inspection, cost estimating, scheduling, resident field engineering support.

D'Leon Consulting Engineers (DLCE) is a small business enterprise firm specializing in engineering and development for major infrastructure projects.
DLCE's president, a former Bechtel Group professional engineer, started the firm in 1987 and has had a successful track record through many years of discipline and industry excellence.
Through the years, DLCE has devoted its business through hard work resulting on all projects being on schedule and on-budget.
DLCE diverse engineers and professionals specialize in the planning, environmental preparation, building design, heavy civil engineering and construction management support services to public and private sector with special emphasis in capital improvements like transit and rail, buildings and facilities, airports and terminal construction, streets and highways, and complex engineering projects.
With close to thirty years of service, DLCE understands infrastructure infrastructure challenges of the past and the future.
Our experience has prepared us to take on the most complex civil infrastructure projects.
We have led and supported projects to improve the quality of life for our communities and visitors.
This includes rail and transit projects, highway and bridge improvements, airports and terminals, building and engineering design, water distribution and dams, and nuclear power.

The Purple Line Subway extension proposes tunneling extension from Wilshire/Western Avenues to West Los Angeles and University of California, Los Angeles (UCLA).
DLCE has taken a major role in the development of the project's utility master plan.
This included the relocation of utilities for major utility companies in the City of Los Angeles (Department of Water and Power, gas and electric private companies).
Tasked included the preparation of engineering design drawings for all major underground stations.
LAX has also embarked on a multi-billion dollar modernization program designed to provide improved, state-of-the-art facilities for passengers and visitors.
The Midfield Satellite Concourse (MSC) Terminal is part of this infrastructure modernization program.
The MSC Program includes a new concourse facility located in the central area of the airfield, west of the International Terminal.
The MSC will improve overall airport efficiencies and operations, reduce remote gate usage, and ensure the travel experience for international LAX travelers which will ensure uninterrupted operations and schedules at other terminals.
The I-405 Sepulveda Pass northbound carpool lane and widening project was an eight-mile freeway improvement project spanning from Interstate 10 to the State Route 101 and Interstate 405 interchange in Los Angeles California.
DLCE's staff took a major role in the preparation of design drawings for construction.
This included completing highway geometric design and cross-section details for the modification of street crossings.
Design work also included the modification of on and off ramps along with local streets and roads redesign.
