West Coast utilities face unprecedented challenges including devastating fire and rain storms, continued population growth, and an aging infrastructure. Charge companies are built to rise to the challenge with an EPC model of scalable resources and complementary service offerings.

While our roots may exist in horizontal boring, early on we recognized a need for more complete solutions to the growing complexity of utility issues and became one of the first companies in the nation to combine engineering and directional drilling. Many of our projects still include boring, but we now offer a full suite of progressive programs for natural gas and electric distribution, communications, water/wastewater utilities and more.

VPI has a long history in electric distribution infrastructure. As we've grown, however, so have our capabilities. Today, the team is made up of a broad range of personnel to help clients map out projects from inception to completion. They include specialized engineers, excavation and directional drilling crews, field engineers, and our project managers who merge all of these skillsets into one cohesive unit.
Services
Charge is a leading provider of design, procurement and construction services for the West Coast utility industry.
Our name is a nod to our military background, our forward-thinking approach and mission-oriented team dynamic, and the utilities that charge our lives.
The company was founded in 2006 as Accu-Bore by Billy Kilmer, Jr. and in 2009, Mike Robirds, P.E.
In 2013, Mike and Billy launched Veteran Power to focus exclusively on the installation of electric infrastructure.
In 2019, the companies relaunched under the new parent brand Charge to better reflect their collective strength and agility, and a third entity was introduced as Veteran Pipeline Construction.
Accu-Bore Directional serves the underground infrastructure industry by combining engineering and directional drilling services.
We offer full-scale, turnkey, design-build utility and infrastructure services to solve complex utility issues from water, wastewater and natural gas to electrical and communication.
ABD crews were treated with spectacular views while replacing a section of exposed/leaking natural gas service over a coastal bluff using a Ditch Witch 4020 directional boring rig.
The project involved installing new pipeline parallel to the path of the existing pipeline, connecting the new service to the distribution system and abandoning the old pipeline.
Veteran Power Infrastructure (VPI) is part of the Charge family of certified Disabled Veteran Business Enterprise (DVBE) companies serving the West Coast utility infrastructure market.
VPI is made up of a broad range of experts in electric distribution infrastructure who help clients map out projects from inception to completion.
This power cable replacement project in downtown Berkeley replaced vulnerable cable, some of which dated back to the 1930's.
Our crews have safely and successfully executed thousands of electric distribution infrastructure projects, including electric vehicle (EV) Charge Stations.
Veteran Pipeline Construction (VPC) is part of the Charge family of certified Disabled Veteran Business Enterprise (DVBE) companies serving the West Coast utility infrastructure market.
We provide EPC and design-build natural gas distribution through stand-alone or joint trench installations.
VPC designed and constructed service replacements, supporting a 3-year gas distribution program to remove remaining underground copper services installed in the 1930s and 1970s.
Through a full suite of in-house services, including engineering, construction, project and program management, plumbing, traffic control and horizontal drilling expertise, VPC is uniquely positioned to anticipate the needs of our utility partners and deliver a standard of safety and quality unparalleled in our industry.
