Mr. Tillis is responsible for day to day operations, while concurrently managing and overseeing numerous geotechnical engineering projects each year.
His experience includes management of complex levee, dam and earthwork projects for local and state agencies.
His recent experience includes planning, design and implementation of construction for over 100 miles of levees in the Sacramento-San Joaquin Delta.
He has an excellent track record for pushing projects through the design phase into and through the completion of construction.

Hultgren - Tillis Engineers' water resources work has been primarily for levee districts, municipal improvement districts, conservation agencies, and private land owners.
More than half of Hultgren - Tillis Engineers' professional effort in recent years has been on flood protection infrastructure projects.

Cemex Marine Terminal (Redwood City, CA) - The project included a new cement marine off-loading terminal and an electrical distribution station.
The project also included dredging the berth area to Elevation -37 feet (MLLW), cutting back the existing shoreline slopes to accommodate the planned dredge depths, providing shore protection against wave action, providing breasting dolphins consisting of 60-inch diameter monopiles, and concrete-pile-supported mooring dolphins.

Hultgren - Tillis Engineers have provided geotechnical engineering services on numerous wastewater and water infrastructure projects, including pump stations, new and replacement sanitary sewers, wastewater outfalls, intake structures, maintenance buildings, lift stations, treatment ponds and embankments, treatment plants, canals and pipelines.
