Luk + Associates, founded in 1992, is an experienced civil engineering, surveying, and land planning firm with built projects throughout the Bay Area. We have worked for more than 1,000 clients, contributing to over 700 built projects at all scales. We are certified as a Small Business Enterprise (SBE) by the State of California, and as an DBE/MBE/WBE by many public agencies.
We conduct all civil engineering design for both new construction and rehabilitation projects, including demolition, grading, utility, improvement, and erosion control plans. We are expert in stormwater treatment compliance throughout the greater Bay Area. Lion Creek Crossings is a joint venture between the Related Companies of California, Oakland Housing Authority, and EBALDC to redevelop a 22-acre site in East Oakland.
The project provides 470 new affordable housing units as well as space for Head Start, YMCA, and other community services.
The project also incorporated a 5.7 acres park with a new athletic field and restored creek.
Luk + Associates also designed a newly naturalized box culvert to restore a creek channel, along with design of green infrastructure including shallow swales to limit run-off, and mechanical and landscape-based planters to manage stormwater.

He has supported this project since 2010 while at Arup, and since 2013 with Luk + Associates.

As the firm's surveying manager, Charles coordinates the scheduling of and daily activities of the field survey crews, particularly construction staking, construction monitoring and photographic surveys, topographic/boundary/ALTA surveys, and setting or restoring monuments or property corner markings.
Charles is in charge of quality control of all office and field survey work, and his meticulous attention to detail both before and after the field work is performed ensures the accuracy and thoroughness that our surveying team is known for, particularly in the field of construction staking.
