Services
HDCA personnel continue to provide administrative and technical services for FEMA related projects in St. Bernard Parish, Louisiana.
Projects involved in the program included various types of roadway, lighting, sewer lift station, drainage pump station, building, and recreational projects.
HDCA personnel working with CDM continue to develop standard front end bidding documents and graphical standards; develop standard technical specifications for multiple projects requiring installation of similar equipment; complete the conceptual design and bid documentation for repair or replacement projects; assist in the procurement of architectural/engineering services through development of request for qualifications and review of the final selection; prepare and/or review and approve of architectural/engineering invoices and final design documents; prepare and/or review and approve bid tabulations and recommendations; oversee monthly construction progress meetings, pay requests and periodic change orders; and provide resident project representative services including the submittal of necessary as-builts.

St. Bernard Parish, Louisiana (Parish) experienced some of the greatest devastation from storm surge with nearly the entire parish flooding due to levees that were overtopped and failed.
As a result, the North and South Florrisant Drainage Pump Stations were seriously damaged.
H. Davis Cole & Associates, LLC was tasked with this project which involves the provision of Design, Bidding, and Construction Phase services for the complete mechanical and electrical rehabilitation of twelve (12) sewer lift stations throughout the Parish of St. Bernard.
As a result, the North and South Florrisant Drainage Pump Stations were seriously damaged.
H. Davis Cole & Associates, LLC was tasked with this project which involves the provision of Design, Bidding, and Construction Phase services for the complete mechanical and electrical rehabilitation of twelve (12) sewer lift stations throughout the Parish of St. Bernard.
Under the Louisiana Planning Pilot Grant Program (LPPGP), HDCA, along with Bryant Hammett & Associates, LLC, provided hazard mitigation planning services resulting in an update to the Action Plan contained within the Parish's existing Hazard Mitigation Plan.
HDCA personnel compiled a project scoping summary report including projects to be included in the amended plan.
A feasibility study of each project to be scoped was conducted.
After feasible projects were identified, they were scoped.
This task included site visits, identification of Hazard Mitigation Measures, and a Benefit-Cost Analysis of each potential project to determine its potential eligibility under the HMGP program.

HDCA designed the mechanical, civil, and structural portions of this project which involved the complete rehabilitation of eight (8) sewer lift stations located throughout the City of Slidell, LA.
The project included replacement of pumps, valves, discharge manifold piping, fencing, and control panels at the various sewer pump station sites.
For this project, several stations were converted from self-priming type stations to submersible type stations.
