Mortensen Engineering, Inc. (MEI) is a full service consulting geotechnical engineering firm specializing in professional engineering and professional geology services in the areas of geotechnical/foundation engineering, construction materials testing and environmental services. For more than 28 years, MEI has been known throughout the Tampa Bay area development industry for its professionalism, reliability, and high ethical standards.

Our 10,000 SF office/laboratory facility is conveniently located within a mile of the Veterans Expressway, at 6408 West Linebaugh Avenue; making it possible for MEI to react quickly to essentially anywhere in the Tampa Bay Area.
Services
Our staff includes geologists, environmental scientists, and other safety-trained geological, technical and drilling personnel; ACI and nuclear gauge certified construction materials testing technicians; and FDOT Earthwork and Asphalt-certified construction materials testing technicians.
We also have trained/experienced drillers, and a SWFWMD licensed water well contractor for well permitting, installation and abandonment.
Mr. Gagne holds a Bachelor of Science (B.S.) in Civil Engineering (Geotechnical/Structural Engineering) from the University of South Florida in 2000.
Richard A. Mortensen founded Mortensen Engineering, Inc. in 1988, after establishing the Tampa office of national geotechnical engineering firm in 1984.
Heralding from Orlando, Mr. Mortensen attended the University of Florida, beginning in the field of architecture, but quickly gravitating to civil engineering.
He ultimately found his niche in geotechnical engineering, obtaining a Master's Degree with Honors from the school.
Mr. Mortensen went on to spend five formative years with an established geotechnical firm in St. Louis, Missouri, with his first assignment in the bayous of the Mississippi River.
At MEI, we have our own in-house drilling and field exploration equipment, including three truck-mounted drill rigs, and one track-mounted rig, ground penetrating radar (GPR) equipment and the associated trained drillers/technicians, and a fleet of support vehicles for all geotechnical and construction materials testing technicians.
Additional environmental equipment owned and operated by MEI includes portable steam/pressure cleaning equipment; portable hydrocarbon field testing equipment; groundwater monitoring well installation and sampling equipment and supplies; and all the necessary equipment to perform test borings, install quality shallow and deep aquifer groundwater monitoring wells, and to perform other necessary geotechnical/environmental field testing.
MEI utilizes our in-house equipment and staff to perform preliminary and design level geotechnical services to meet our client's needs.
Our professional and detailed geotechnical reports and data submittals are well regarded in the local civil engineering community, and can be utilized to aid in efficient civil design and geotechnical risk management.
Our clients can be confident that possible geotechnical concerns have been considered and addressed in great detail.
MEI's construction materials testing department has built a reputation in the local development community as the standard for construction project quality control.
With our full service, CMEC accredited in-house construction materials testing laboratory, and experienced, FDOT/ACI certified CMT field technicians, our clients can rest assured during construction that all materials are being tested to governing agency standards.
