Affinity Engineering Inc. was founded in 2009 by James D. Carson, PE and James A. DeHart, PE in Rancho Cordova, CA. James Carson has over 30 years of experience covering all aspects of the water utility business. His experience includes overseeing the operations, planning, design, contracting, project start-ups, and customer service for several water systems in Northern and Central California.
These systems ranged in size from 500 to 15,000 customers. As a District Manager, he was responsible for the day- to-day operations and customer service functions for the cities and communities of Clearlake, Rancho Cordova and Bay Point. As an Engineering and Planning Manager, he was responsible for creating system master plans and developing innovative solutions to meet the water supply and water quality requirements for each system.
As an Engineering Consultant, his experience includes providing District Engineer support, design of water wells, reservoirs and booster stations along with their associated startup.

Services
Affinity designed a 1,500 gpm municipal drinking water well facility with a 150 HP variable frequency drive, natural gas standby power generator, building with chemical and electrical rooms, programmable logic controller, and SCADA, The building was architecturally designed and landscaping in front was provided to blend the facility with the surrounding residential community.
The project completed construction and has been operating since 2016.
The project was awarded Energy Engineering Project of the Year for 2016 by the Sacramento Section of ASCE.
